To me, the distinction is in whether the electronic/mechanical component is integrated into biological organism. In other words, is it removeable without surgery, and can you remove the device without causing harm to the organism. That rules out contacts, hearing aids, computers, etc. Now with the work that's being done on cochlear and retinal implants, yup, cyborg. I would certainly classify someone with an artificial heart a cyborg.
